Just re-checked the manual - you're right, that vacuum procedure only applies to pre-06 (just my luck).
But there are additional steps:
1. You adjust the screw to max RPM. 2. You reduce by 100 RPM. 3. You turn screw out 3/4 of a turn.

I figured max RPM would equal the perfect mix so you'd leave it there (by 'leave it there' I mean leave the mix alone and just adjust the RPM with the other screw down to 2000) but I guess you turn it out 3/4 turn so it's a bit rich for when the engine's cold? Anyone know why you reduce it by 100 RPM? When I get my idle mix adjusted perfectedly it's gonna be way too high so it seems like I'd just want to set it as high as possible and then use the idle adjustment screw on the other side to bring it down to 2000 RPM (+- 100 RPM) and then I can see turning it out 3/4 turn but I don't know why you'd drop it 100 RPM via the mix adjustment.

See Section 6-18 of the 2003-2006 Honda Service Manual. But if you're gonna do it, might as well do it to specs.

I'm down to try it. Might help with our stalling out. So I came home and found some jets waiting for me, but then I looked at my plug again, BLACK. So I swapped in the 82 and guess what? 42 MPH cruising and it'll hit the limiter at 47 tucked or down a hill. Not bad I guess. So I'm going to leave it at 42/82 with 2 coils cut for now, it runs great. I'll have to mess with it more when I get the cam and the intake. I'm also going to look into running E85. It's a ethanol blend that we Americans think is going to help reduce our dependency on foreign oil I guess. My buddy has been using it in his Civic and all he changed was the amount of fuel the engine was getting. It's 105 octane and at $1.99 USD a gallon seems like a nifty idea. The reason the want you to slow the engine speed when you adjust the mixture is that it makes the adjusment easier to follow (hi engine speed might mask the changes in engine performance due to mixture) and an engine runs smother with a slighly rich mixture so you need to back it out in order to get an stoichometric mixture (more miles per gallon and easier starts )

With the coil I did notice that it starts easier. I'm going off of DDs theory that it will basically just 'fix' gaps in tuning (excess fuel, wrong mix). I'm trying to work out getting a lipstick cam from my dad so I can get some good footage of a ride, and the RPM vs. MPH all over town, we'll see. And yeah it was on the stand, I just wanted to show the tach and the shift light. Fun times!

Well it couldn't see that it wasn't moving...maybe my screen is just dark. I was running up to 9K super quick though so yeah it was a dumb question.
