I have 2016 ruckus and it only goes 45km/h on flat ground and 20km/h up a steeper hill. It feels like it has no power. There is some oil by the air filter. When I bought it I had a crappy air filter on it and I drove it on gravel and didn't clean it so I wreaked the engine. I had it fixed by a honda motorcycle dealer. The carb, fuel pump, and fuel filter are new. It also likes to stall after I am driving a bit a I stop for 30 seconds it just dies. Also any tips on how to make it go faster.

Oil by the air filter is normal (Hence the orange tube hanging off the back of the airbox).
Can you better describe the symptoms other than it being slow? Riding with no air filter for an extended period would require an engine rebuild not a new fuel pump. What did the Honda dealership do for you? Don't do any mods until its running right.
A guess would be to check the airbox for leaks.

It starts fine and goes until it reaches 45km/h. That is when it tops out. It doesn't stall anymore. I have any good air filter. They replaced the whole engine block including values and pistons. The air box seems fine. I was fiddling around with and put the old carb on. Right after i did it ran fine and i got up to 60km/h. but then i let it sit for 20 minutes and it would start and idle but as soon i gave it gas it would stall. So i put the new back on and it ran fine but only got to 45km/h.

Well if you were able to swap carbs and hit a significantly higher speed I have to assume that something with the carb is an issue. If you're completely stock you will have two electronic variables being the throttle position sensor, and the auto enrichment valve. Assuming the new carb on your bike is an OEM Honda one it should be good to go with a true 75 Main and 35 Pilot jet. What you should do though is a engine control unit reset (ECU) reset as it could be the computer needs to learn the new carb. If that doesn't work try swapping the main jet from the old carb to the new carb since it worked better. It's still a bit of a shot in the dark, but the internet can only do so much, haha.
