Newb trying to tune 03 ruckus, airbox delete, 2 brothers

Hi

Need some help, before i give up.
Have a 03 ruckus that was stocked starting with 5000miles

Installed a airbox Delete. And a 2 brothers muffler and header.

Installed the 38 and 85 jets seam to work fine but sometimes would stutter when giving throttle at low RPM. Now this morning when cold i cannot give it any throttle seams to stall out. Today i tried multiple jets 78, 80, 82 and the 85 again all seam to run close to the same with that stutter,

When i remove the intake From filter after a short run, i can see there is some fuel there a small amount, is this normal?

I read just about every post around tuning this and cannot get it right. Any help would be greatly appreciated.

Found my problem..lol

When trying to test all the jets with and without the shim. I mistakenly forgot to put the diaphragm spring..lol

Now i need to restart with jets and now i had messed around with fuel/air ratio. Will need to play around again and get a tachometer.
