So I bought a used Honda Ruckus with 1100 miles on it. Went and test drive it before I purchased and it ran fine. Brought it back to my house ran it for two day, and it ran fine. Well the third day I was ready to get in town going about 38 mph when all of a sudden a bulldog down out of nowhere and only wanted to run a half power. I made it back to my house about 3 miles away. On the way to my house whenever I had to slow down and get back on the throttle and didn’t want to accelerate just kept bogging. I got it back to my house and researched the topic, I came to conclusion that I would buy a new spark plug and fuel pump and I also cleaned the carburetor. None of which solve the problem. After I clean the carburetor it won’t even start. It tries to start but will not turn over I took the air filter off and sprayed carb cleaner in the intake then it will start forfive seconds and turn off. Can someone please help.??!!

I had this problem with my 03 ruckus. You need to take out the jets from the carb and soak them in carb cleaner. Make sure the jets are clean. They get blocked very easily. Hope this helps.

You're not getting fuel. you're on the right track with wanting to change the fuel pump as it MIGHT not keep up with the demands of the engine, at free flow without any restrictions let the fuel pump run for 5 sec so just turn the key to on and wait until it shuts off on its own. you should get about 10cc of fuel come out. overall there should be 100cc/minute at a minimum coming out of there so out of the 5 sec that the pump runs, measure that volume and multiply by 12 to get the full minute of flow. Use something small to measure it, a shot glass is too small something made of glass as some plastics will melt in contact with gas. It's an electric diaphragm pump so when the flow meets resistance, the pressure will build and the flow will drop hard. Make sure you have that minimum (100cc/min) or you will lose power at higher RPM. The fuel pump is a common problem with these scooters, although it might be the problem I would not look at that first. I agree with Adamwhy, clean out your jets, this can cause the same issue and judging by how many miles are on the thing it's far more likely as its been sitting with this crap ethanol gas in there. Sitting there with oxidizing gas also kills the pump lol. Cleaning the jets is cheaper so do that first, the pump can be $30-120 depending on who sells it to you. specifically look at the starter jet (the one that won't come out of the carburetor and the slow jet. Get a brass bristle brush, pull out a bristle using a pair of pliers and try to keep it straight. shove it into the slow jet and spin it around like you love it long time and blow out the rest of the carburetor with carb cleaner and compressed air. If you have an ultrasonic cleaner use it, on everything . if not dont worry about it. If it clogs up again try changing the fuel lines and/or putting a 70 micron (those sintered bronze in the white plastic or a Briggs and stratton wafer red looking thing) fuel filter at the carb inlet as a last resort as a last chance filter. You want the main fuel filter there too. This will block chunkies from clogging the jets but it will also try drop some flow to the carb by causing a flow restriction. remove it when you think the fuel system is clean.
