Should both headlights be on when driving? When on high?

Hello!  First time poster here...

Purchased a used 2012 Ruckus with ~3800 km.  Curious about the headlights, I found a YouTube video that claims both lights should be on always, regardless of whether set to low or high.  My Ruckus doesn't behave this way - when in low, the left bulb is on. When in high, the left bulb goes off and the right goes on.  

Is this normal?  I haven't done any troubleshooting yet but after the YouTube video, I believe maybe I have 1 burned out lowbeam, and 1 burned out highbeam, possibly?

Both of them should be on all the time. At least that is how mine is.
