Ruckus Frame purchased.... VIN Sticker half missing...

Hello, everyone! I hope you're all doing well I'm new here   so I just like to start off by saying thank you for any and all help that may comemy way! 

 I've been interested in getting a Ruckus project going for quite some time I have had very little success in finding a starting point until recently. I was on eBay and I purchased a Ruckus frame FROM ILLINOIS  for $175 That was supposed to have acleanVin . The frame arrived at my homeand to my surprise the VIN sticker is torn in half... the gentleman I purchase the frame from sent a copy of a title he had that supposedly goestoo this particular frame... the title shows a VIN and also the other vehicle information showing it's a 2009 Ruckus. At this point I have no way of confirming the title Vin matches the frame Vin... is Honda really smart enough not to stamp/engrave  the VIN into the frame like everyone elsesurely it is not just this half torn sticker? At this point I'm pretty well frustrated , I am having my title company attempt to title this Vin in my name but what in the world are my optionss now knowing what I've stated...

Help please!

I have been told it's stamped on the frame neck, does anyone know the exact location?

Mabual - go to page 164/165. No mention of serial numbers on the neck.
