I doubt it, the metro has the same carburetor as the ruckus, but the ruckus one has a slightly bigger main jet to compensate for the diferent gearing due to bigger wheels
The metropolitan II was a restricted version of the metro, to qualify it on some markets as a low speed vehicle and avoid extra taxes and fees, it came with a very restricted variator, swapping it for a regular one and jet it back to regular metro will get you your speed back, i think the spring on the carb diaphragm was also different
The Metro II (what mine was originally) has a restrictor in the intake, Ruckus gears and a ruckus variator along with the smaller jet in the carb. Not positive but the cam may be slightly different as well.
The Met II variator is only slightly restricted. The computer and the restrictor plate are the two main restrictions. The restrictor plate is easy, pull it and rejet. The computer is expensive and swapping to a standard met computer is not plug and play.
