I have my girlfriends 03 metro II and she complains it bogs when she gives it throttle. its bone stock except it has a stock ruckus variator instead of the stock metro variator....not sure if those two are different, I assume they are, because the met only gets to about 25mph. I just want to know how to adjust the mixture, I dont want to change jets if I dont have to.

The mixture screw is on the left side of the carb. It is a brass D shaped screw which you either need a special bit for or a creative mind to adjust. Counter clockwise is to richen Clockwise to lean.......... How well maintained is this met? It may be something else? Plug, air filter........ Fuel filter....... You can de-restrict that Met II to get about 35mph out of it in a few easy steps. One step your gonna do anyhow "mixture" , One you already did "variator" all you need to do is remove the restrictor plate before the carb

i took the restrictor off, it only has about 1050 miles on it. she bought it used, guy said hes changed the oil already. the spark plug looks fine as well the air filter.

Yeah your on the right track then...... probably running lean on you adjusting your mixture should clear it up..
