OK. so my ruck is modded. I currently have bumped up the pilot jet 2 sizes, running an 85 main, exhaust, and removed the air box. i am running a k&n filter on the inlet to the carb, added a 1mm shim under the needle, and cut 2 coils off the diaphram spring. Now for my problem. Still running a little lean, but my filter is COVERED in gas. just soaked. I havent messed with any of the setting screws on the carb yet. what the heck is going on here. is the float level wrong? i dont even know where to start.

Maybe your intake valve gap is way too tight?? If that is the case, the valve won't seal so during the compression stroke air will be forced backwards and some carburated air can be pushed back into the filter. How many miles are on your Ruckus and have you ever checked the valve gaps?
Another possibility is that the gas fumes coming from the crankcase vent hose are collecting on the airfilter. Where do you have this hose attached?

My ruckus has 3800 miles on it. I have removed teh air box all together. I have a k&n filter on the inlet of the carb and thats it. The crank case vent tube vents to teh atmosphere. also, what is the perpose of the port on the side of the carb just below the vacuum diaphram.

I'm a little unclear about which 'port' on the carb you are talking about. On the left side of the carb there is a hose that attaches to provide air so the vacuum diaphram can work corrrectly. You want clean, filtered air for this so that you don't gunk up the inside of your carb. You should have this 'port' connected to a filter or fresh air source. You may find that you get better performance if you distance your K&N airfilter from the carb with a bit of tubing or the stock snorkel as that tends to smooth out turbulance in the airflow and give you better results.
