No need to rejet, a variator doesn't affect your air/fuel mixture. If you haven't changed your intake and/or exhaust (aside from boring out or putting on a bigger carb), there's no reason to.

It all depends on the air filter you used. If you used a drop-in, then no. A K&N or pod style on the other hand, yes.

as mentioned, you don't need to rejet with the variator mod. The variator does not affect your engine's power, it just affects the gearing between the engine and the rear wheel. You only need to rejet if you do a mod that affects the airflow through the engine like a new carb, exhaust, bigger piston, porting etc.
Now you did say that you replaced the airfilter. I imagine you used a drop in airfilter because if you used a K&N pod style filter and didn't rejet then your Ruckus likely wouldn't go faster than about 5mph.
You should be fine without rejetting. It's more likely that you'll make things worse than better if you dig in there and start swapping jets because a new drop in airfilter is super minor. If your Ruckus is running fine then I wouldn't do anything. If you really have to mess around, I would increase the main jet one increment from a 75 to a 78. Your new airfitler should flow a smidge more air so you can add a smidge more gas to suit. It's not a big deal though.
