I have a question. Hypotheticaly, If I were to get my ruckus stolen, and I make a claim, but the insurance won't cover it unless I return both keys, but I only have one, could I just make a copy at honda or will the insurance company find out about it?

I made two copies of my key and I didn't have to give info to buy the blanks and in no way was the insurance provider involved.
I know that all blanks are not the same but if you get stuck I still have an extra.
