CDI's and aftermarket variators are not modifications that require rejetting. The Yosh exhaust might but it sounds like you added that later once you had already lost your top end speed. From your story, it sounds like when you first installed the CDI and it was your only mod, you could do 70km/hr and then overtime that dropped to 50km/hr so you did more mods hoping to gain that speed back.
My opinion is that during the period from when you first did the CDI and you were going 70km/hr to when your top speed dropped down to 50km/hr your Ruckus was not properly maintained and it got out of tune. When you installed more parts hoping to gain your speed back you really should have been doing maintenance instead. What you need to do is find the reason(s) why your top speed started to drop in the first place and address those. Very likely, your valve gaps are out of wack (see the guide in the how-to section) and other stuff too like your airfilter should be replaced, toss in a new spark plug, check your tire pressure and ensure your brakes aren't rubbing but are properly tightened. It sounds to me like it must be this basic maintance stuff because your top speed dropped gradually over time when you weren't making any changes to your scooter so stuff must have normally been shifting out of wack.
