I have a honda Ruckus and i can only get 40 mph. I would like to know how to change the rev limitter so that it will get a faster to speed. I have been hearing that people are geting almost 50 mph on theirs and i would like to know how to do that w/o paying any thing.

The most bang for the buck, you can find by searching countless posts like yours, is from an aftermarket variator. If you want to change where you redline, you'll need a CDI, but the cost vs benefits, most I don't think would recommend it.
And 40 is faster than my '04 goes. ;D
Whenever the people that actually mod their Ruckii for speed get on, they'll give you some better answers than me, I'm sure. Until then, get some reading in, and welcome to RUCKDOOM!

Too bad none of us are electronics experts because there is probably a resistor in the ECU that could be replaced to increse, or eliminate the rev limiter with just a little soldering.

To date no one has eliminated the redline without a CDI which is about $140. The redline is 8000rpm on a 2003-2005 Ruckus (which you should hit around 39mph) and 8850rpm on a 2006 (which you should hit at about 43mph).
Rather than eliminated the redline I think you should gear it taller. An aftermarket variator gears it a bit taller at you gain 2mph or so but realistically you don't have the power to pull much taller of a gear anyways. If you do make mods like the big bore piston and H.O. cam then you can swap the rear gears in from a Honda Metropolitan/Scoopy/Jazz which will gear you alot taller and you can hit 48-52mph before you redline.
BTW, CDI's don't work on 2006 Ruckus's which is okay because their redline is already high enough. It's okay to rev your pre-06 Ruckus to about 9K but above that you'll start blowing bearings and stuff (like I did).

The sleeve that the piston slides up and down in isn't replaceable like a lot of 2-strokes so you can't just bolt on a huge one and toss in an 80cc piston. The only option for the Ruckus is to actually bore out the existing sleeve so it can swallow a bigger piston. There is a 20 page thread on this in the aftermarket parts section but basically the biggest we can go is to increase the bore to 41mm from37.8mm which takes us from 49.4cc to 58.1cc which is a 17% increase in displacement. Also, these pistons have a special slick coating to reduce friction and they have a special design to increase out compression ratio from 11.9:1 to 12.5:1.
Chanito ( a member here on Ruckus Central and former race car engine builder) worked with the respected piston company Wiseco to make a custom run of 24. This pistons have just been completed and the gaskets etc are just being finished and they should be on sale in about a week and half. The whole kit is somewhere around $230 and you can get one by PM'ing Chanito as soon as he announced they're on sale.
Installing this piston is gonna requiring totally disassembling your engine and taking it into a shop for boring (about $60) and then reassembling it. The new piston weigh exactly what the old ones did so you won't need to rebalance things.
You can expect probably 15-20% more power since the displacement is bigger by 17% and they're higher compression. You will need to do other mods to get the most out of the piston though like rejetting the carb, the H.O. cam and switching to an aftermarket intake and exhaust.
