my ruckus is downright slow compared to when i got it i have about 2600 miles on it and i order a new fuel filter for it could this boost performance of my ruckus and make it go faster

Yes if your fuel filter is clogged or partially clogged but there are quite a few maintenace items that are more likely to be the culprit. The #1 likely culprit is your valves...they often get out of wack after a few thousand miles and thus rob power until you get them re-shimmed. There's a great how-to on this site (how-to section) if you're a DIY kinda guy.
Before you get into that though you may as well change your fuel filter, airfilter, oil and spark plug and make sure your tires are properly inflated first as that's other easy stuff that could be the problem.

No problem and good luck! Normally, the problem is one specific thing but just a bunch of different areas in need of a tune up.
