Tranquilo, there is nothing to be afraid of, just take the carb out again, look for a clean place to work, covering a table with newspaper will work, take it apart and just pay attention to tighten the jets properly and that the diaphragm is installed properly (it might require patience) sometimes pinching it with the cover can produce problems like the one you are having.

To make it short, YES. The rip in the diaphtagm is not allowing it to raise fully, as it looses the vacuum signal due to the rip

Yeah... The diaphram rip should definately be fixed but there could be other issues too that are robbing power like low tire PSI, bad valve gaps (common), overfull oil, spark plug, dirty carb, dirty airfilter, dirty fuel filter etc. All of those are pretty easy to check or replace except the valves but you should really do those too. Check the how-to in the how-to section of this site.

it was the diaphram, a new one costs about 45 dollars, i said screw that so i took some silicone and sealed the rip on the diaphram and that made it go 34 again but what are some mods i can do to make it go 40 so i can ride on 35 mph roads

Did you check the tire pressure?
