is the ruckus a moped or a motorcycle in terms of licensing? does anyone know if NJ considers it to be a moped or motorcycle?

In New Jersey, a motorized bicycle, or MOPED, is defined by law as a pedal bicycle with a helper motor that has a maximum piston displacement of less than 50 cubic centimeters, or no more than 1.5 brake horsepower, and is capable of a maximum speed of no more than 25 miles per hour on a flat surface. Motorized tricycles are not legal in New Jersey and cannot be operated on public roadways.
I guess that makes it a motorcycle.

CT designates the Ruckus as a motorcycle. So, I needed to register it and get my license.
anything over 50cc, over 2 horsepower and/or exceeds a speed of 25mph

In Virginia they are a motorcycle because of the horsepower yet a Metropolitan is a moped. The local Honda dealer has bunches of Metropolitans but not a single Ruckus. A salesman said the store doesn't carry them because they don't sell well due to the requirement of registration, tags, city sticker, inspection, insurance, and helmet.
It makes me wonder if Ruckus is catching on at all in the US or are we a rare breed?

In Maryland the ruckus is a moped-scooter. They changed the laws here a few years ago to accomidate scooters of 50cc or less. The new laws are scooter specific (automatic tranny, step-through frame, etc)to keep the pocket bikes and dirt bikes off the roads. The "new" laws are mostly altered versions of the existing moped laws. I can't ride my ruckus on an expressway or any road with a speed limit of more than 50mph. Unlike many other states Maryland law says that moped-scooters are not to be driven at speeds greater than 30mph rather than saying that cn't be capable of greater speed. So they don't have to have restricted engines. So far I have yet to be hassled by any cops for going faster than 30mph. A local resort, Ocean City, is considering more restrictive moped laws. However, from what I have senn the real problem is that the cops aren't enforcing existing laws. I have seen people riding pocket bikes on the street in O.C.. A friend of mine saw a guy riding a 50cc dirt bike on the main highway. Delaware law has a horsepower restriction. It also states that mopeds cannot be capable of speeds greater than 25mph. So the Metro and Ruckus don't comply, but the Metro II does. However, I have had people tell me that some DE 2-stroke scooter dealers are not telling buyers about the speed restriction. Virginia law also has a speed capability restriction. However, we sell Metros to Virginians. Apparently the VA police (at least on Virginia's Eastern Shore) aren't up on the difference between a Metro and a Metro II. Also, the wording of the VA laws leave some room for doubt. I would reccommend that anyone who wants to buy a Ruckus check the local and state laws where they live. If possible go online or to a library and check the actual written law as local authorities may not be up to date. The Honda dealership where I work got a call from the local States Attorney's office after one of our customers was ticketed for driving his Metro without a tag. It seems that they were looking at the moped laws only and hadn't seen the newer moped-scooter laws.

In Washington a Moped is: A two or three wheeled vehicle that has wheels at least 16" in diameter. Is powered by a 50cc motor or smaller and is capable of a maximum speed of 30mph or less on level ground. The Ruckus is a motorcycle here and must be licensed as such. Today I turned in my NM license and for the privilege of taking the auto and motorcycle skill tests on computer screens it only cost me a mere $55. I believe with gas taxes, income taxes, sales takes, federal excise taxes, license fees, a dose of anarchy is overdue.

In Ilinois 50cc and under you need a drivers license but need no MC desination L up to 250 or M over 250. You still need a State Plate and each municpality wants thier registration tag on it too. The pocket bikes, and motorized boards are being ordinanced out in most towns. If it doesn't have lights and a plate, you can't ride it on the street.

Here in Michigan it is classed as a moped even though it exceeds the speed requirements for a moped. sorry for bringing this from the 2nd page, but I live in michigan (downriver to be exact) and Ive been told by 2 cops that the honda ruckus (even showed me the comptuer screen) is classified as a motercycle. Neither of them hassled me about it, just reminded me (as one handed me a $86 no helmet ticket[went 1 block before throwing it on])

here in the beautiful bible belt of South Carolina I'm pretty much sure everything in the 50cc range still qualifies as "MOPED" the DMV gives you a tag that says Moped even...they give a short written test and you get a "liscense" to operate on the roads. Tons of people riding scoots in sc...I'm soon to be another. I think I'm going to be unable to operate a car legally for at least 5 years or more.
I'm dying to see just big the "grey area" is between scoot/cycle/moped etc...no one around here rides a Ruckus. I have spent some time checking all the wack stuff the kids in Japan are doing...I love it it reminds me of stuff my friends and I did in college.
could the ruckus be a theraputic fountain of youth ;D
I believe it may be.

My local SOS issued it as a moped and the local police don't bother me w/ or w/o my helmet. Guess I won't go riding over in downriver area.

Im in the southgate area, I sometimes go though the nature center (next to southgate anderson highschool) its nothing that a dodge neon couldnt get through for the most part (other than trees in the way) but still fun

Where are you located? actually in the police training packet for scooters it specifies on 3 separate occassions that the ruckus is a moped and not a scooter and doesn't require a license. The packet is easy to find with a quick Google and you can keep the pdf on your phone to cover your behind. I'm in a similar situation and am about to pick one up. If you are habit. Offender you can apply to get it back after 2 years btw
