07 Runs but Boggs unless carb breather is plugged (Video)

Hi guys! New to scooters here. Bought an 07 Ruckus that didn't run. Fixed all air leaks in hoses and air box and did a valve adjustment and it starts right up. When I rev it though it starts to bog in the higher RPM. I found that if I plug the upper carb breather diaphram hole it revs great but won't idle. I also took the carb apart and cleaned it. I took a video of the issue, link is below. If you have any ideas to help it run when the breather is hooked up to the air box like it is supposed to be I would be thankful. Any help is appreciated!

Hmmm, just re-watched the video and my audio is misaligned from the video...long story short....if I plug the line shown the video it wants to die at idle but revs great all the way up to WOT. If I leave it open/unplugged it idles great but boggs down as I get higher in RPMs.
