Hey guys kinda new to this but I will describe the problem the best I can.
It is a 2009 ruckus with all stock parts that sat for around 4-6 months and then this problem started occurring when we brought it back to life.
It has a really hard time starting when cold, but once it is warmed up it runs like a top. Even once I get it running to warm and shut it down, if I fire it up while it is still semi warm, it starts and runs easy. When starting cold, it'll turn over with electric and kickstart (both work) and run for a couple of seconds and then die. When I start it again I have to barely hold down the throttle for about 3-5 minutes before it'll turn over and start really going.
I have replaced the gas, fuel filter, air filter, fuel pump, and battery, re-jetted the carb with new (stock) jets but I did not take the whole carb apart, and I just recently checked the spark plug (it was good) and valve shims but both the intake and exhaust shims were at the correct spacing, and lastly I even increased the idle screw on top of the carb to see if it would help but it did not. I am completely at a loss and have read just about every forum here to try and find the problem but to no avail.
Anyone have any ideas left?
All I have left to think of is stuff that I'm afraid to do- such as take apart the entire carb and check the choke, or adjust the air/fuel mixture screw.

More than likely is the cold start valve stuck closed, is on the side of the carburetor, you might try to clean it or worst case scenario replace it, the alcohol on new gas is terrible on those

The ethanol in regular gas is why I only use premium grade. In Canada Chevron and Shell premium grade have no ethanol.
