I just bought a Ruckus as well (2009) with 1900 miles on it. Im 110 pounds and it doesnt go over 35mph either. Are there ways to help it get to at least 40mph?
Thanks!

the most common reason for the scooter not to get full speed are under inflated tires and over fill oil, so make sure the tires are at 35 psi and that the oil level is not past the full mark

Even at the full mark, the crankshaft has a tendency to slightly "drag" in the oil...above full, and it drags in the oil and can even cause the oil to foam....not a good scenario, especially considering the tiny capacity it carries anyway.....

I noticed when i lowered my seat i went a little faster. Less air drag.
