how do you adjust the rear brake. i have to squeeze it all the way for it do do anything

There is a nut on the rear brake (at the wheel) that you can tighten with your fingers.

ok so its righty tighty lefty lucy. how will i know if its to much will the brake start to drag or could i over tighten it

Get the scooter on the stand, then turn the nut at the end of the cable 1/2 a turn (every half turn it rest on the pin) and see how easy it is to spin the rear wheel, keep going 1/2 a turn until you feel some drag on the wheel, then just squeeze the lever to seat the cable and see if it still drags, if it does, just turn it out 1/2 a turn, but if it does not, keep turning it in until it does and repeat the prior step, until you are satisfy and you should be OK
