Ruckus 2005, initial problem: disregarding weather, when the scooter is cold or hasn't started for minimum a few hours. It will turn over and over for a handfull of minutes before it starts and it won't stay started unless I drive it for a few minutes and then it runs fine. You can turn it off and start it no issues.
I have cleaned out the carburetor thoroughly re-assembled and issue didn't change at all. The problem still persist with no change. I have tested the ByStarter but it's working fine since when real hot the plunger part is fully extracted and when it gets cold it retracts to it's fully retracted position. New spark plug installed also.
Any help from here on would be nice.

it won't start in the first few tries even using some throttle? I'm in the middle of tuning my set up, I need to use some throttle to start and help it warm up. Then it runs and starts beautifully, but I'm still jetting and dialing in the pilot screw.
pilot screw stock setting is 2 1/4 out. maybe reset yours to there, then tune with the pilot screw (D screw). If you don't have a D bit, most guys I see take the pilot screw out and cut a slot across the top to use a flat head screw driver to tune. I mangled mine bad enough I ordered a new screw and the D bit from honda.
You may still need to use the throttle to start, and then increase the idle screw to help it run while you dial in the setting on the pilot. I have been told that blipping the throttle your rpm should drop back down to idle quick, and not linger. So blip throttle, adjust pilot in or out. better or worse? try again.
I have found this technique helps me tune in the different jets I've been trying. But I'm still fairly new to ruckus tuning. ideally you dial it in warm, but if its a start issue you should be able to try different pilot settings then try start it.
Other thing, is there any gas smell? if you turn the key cycling the fuel pump a few times before starting, does it help?

Any mods? I've read that the advanced timing from a CDI can cause a hard start issue.
