I am new to the ruckus its 03 with 2100 miles. It sat for a long time so I pulled and cleaned tank and carb. Seems to run good now. The issue is it will do a solid 33 mph. It sounds like it is on a speedlimiter at that speed. Very broke up sounding. Soon as I back off it resumes normal sound. Oil is at the full mark on the dip stick resting in the case not threaded.
