If I recall, the "round relay that hooks to the side of the battery via a rubber mount" is the turn signal relay, not the starter relay.
So, I don't think you replaced the right relay.

???Well.....I replaced what I think is the starter relay. It did not fix the problem. I guess i should ask the dealer which one the starter relay is....duh!!! Would anyone know which one it is? There is a blue relay right on the fuse block....what is that one for? That is the relay that makes the clicking noise. I replaced the round relay that hooks to the side of the battery via a rubber mount. Thanks for all of the help guys. That blue relay is the starter relay it has 5 legs, i do not have the manual with me, so i will try to make this as easy as i can, it has two set of legs, 2 big ones and 3 smaller oner ones, that is because when it is not in use it allows the starter to be an alternator, so it works like this the two big ones should have continuity only when the two outside ones on the 3 prong set are supply with 12 volts and ground, and when there is no power one of the 2 prongs (i am not sure which one, i have to look at the manual) should have continuity with the middle one on the three prong set, so your starter is now the alternator, and when it is energized and the two big prongs are connected, it is an starter

:'(Well, here is where I am on this thing. I have replaced the blue relay and also the other 2 smaller black relays just to try to rule all relays out. Although they were cheap, it still does not start with the push button. Any other suggestions? I don't know what else it could be. It starts right up with one kick and the kill switch works perfectly. The blue relay makes a clicking noise, so I would think that the push button is ok. Is there a solenoid on the starter mechanism? This thing is driving me crazy!!! Thanks again.

I think there is a fuse for the starter, and it should be after the relay, check all your fuses

I am going to trace the wires to the starter. I that turns out ok, then I will have to replace the starter itself which is $192.00. But the good news is I just bought another ruckus....brand new 2007 silver camo. ;D ;D ;D

Ask around here before you buy a new starter.
A lot of people (IHAR?) have used parts lying around that they would be happy to sell for the right price.
Oh, and congrats on the new '07. Now THAT's the way to fix a ruckus that won't start - just buy another one!

Secondly, are you holding the brake when you go to start it? It wont start if you are not holding a brake down

???I have checked the fuses twice...they are all good. Relays are new. brake light comes on. Brand new Honda OEM battery. I do hold the brake lever(s) when attempting to start. Only other thing I can think of is a loose wire or the starter itself. Also, the Chase Harper bag is very nice. I just got one and I liked the bag so much, I had to go buy another Ruckus just so I could get another bag. Joking aside, it is perfect for the Ruckus. It adds a lot to the look. Thanks for all the help!!!

Yeah I've had happen what Bill just mentioned...if you don't have good compression your engine won't start. Does your engine turn over? If so, pull the spark plug and check if you've got a good spark. If so, your problem is likely either an air/fuel mix problem or lack of compression, possibly caused by what Bill mentioned. Over time, our valves can tighten up and worsen to this point. Oh and...

If it starts and run with the kick starter, i do not think is a valve problem and also i doubt it is a starter problem as it kep the scooter charge, so the alternator is working, see if your buddy can let you hook up the ECM, As that is the only option in my opinion

Essentially it's the brains (computer) of your scoot. It's under the battery box on the left side. It's the big grey metal thing with a ton of wires going in and out.

I just had the same problem. Intermittent, would not start with the key, but would kick start and run fine. Only 3 days to go to the "Mad Bastard Rally" so I felt I didn't have the time to trouble shoot, so I took it into "Inglis" the local dealer here in London. They found that the positive battery lead was lose, and tightened it up for me free of charge.

That happened to me before too...there's a screw that holds the wires to the battery so if this isn't snug then you can get a bad connection which makes it only start via a kickstarter...usually it's intermittant whether the electrical start works or not.

HI, you have to disconnect the + cable from the battery n look on the back of the blue relay it is only 2 end of tha metal tha coming from the + of the battery one gos to the blue relay n the other one gos to the main #20 fuse, make sure tha both of then are making contact. it will fix your problem for sure on you 2004 Honda ruckus. ;D ;D :-* :-[

MIne is a 2006 and I just had to replace my battery as my old one was pooping the bed. As soon as I got the new battery in I am having the same issue. I have checked the basic fuses and am very sure the battery connection is fine. It kick starts, when key is turned to on position, tail light is working, blinkers work, and I hear the clicking.
How do I make sure the connections on the blue fuse is making contact. Do I need to clean or bend them?

I was sold an Interstate Battery FAITZ7S as they don't have any more Yuasa ones. Before the replacement the old battery was dead but sometimes would make a small cranking sound. Now the new one in doesn't have any attempt to turing over when I push the electric start. When the key is turned on the tail light comes on and I hear the clicking sound. The horn works and blinkers but I have to kick start. Is it possible this battery doesn't allow it to electric start.
I am grabbing at anything now..
