Ethanol clogging and sitting along time are your two worst enemies.
1. Clean your main and mid range jets: You must remove both Jets and be able to poke a very thin wire Through them, then blow out with carb cleaner. I Have used wires from mechanical pencils and electronic circuitboard wire used when Breadboarding. You must be able to push the wire completely through the Jets to be positive they are clear of debris. Clogged Jets are the single biggest culprit, I have fixed my KTM, my lawnmower, my Go-ped, and my road bike by just clearing the Jets. You'd think I'd learn to drain my carbs for the winter. FWIW: The same principle applies to your Weedwhacker, edge trimmer, and chainsaw. Those dang two strokes really get clogged up, to fix them you have to rebuild the tiny curbs, only $17 for the kit.
2. Check your fuel filter by just bypassing it altogether and connecting the two hoses with a connector from your garden sprinkler. All you're trying to do is make sure the gas flows freely and also that your fuel pump works. My fuel filter flows One Direction only so you can blow in one side and suck from the other to verify it is clear
3. Pull the fuel pump and just bypass it with a gravity feed temporarily to verify that the pump is good, there are a number of examples on YouTube . New fuel pumps are about $75
4. Be very careful when putting all the hoses and fixtures back together on your Ruckus, The hoses are different sizes and lengths and the direction of flow is critical
