So I have a decent 2011 ruckus with an interesting issue that I've been trying to comb the internet for answers but will finally just ask. My ruckus cannot wide open throttle when I am at a dead stop because it shuts off. It is fully functional if I hold the throttle half way to about 15 mph and then fully open throttle it works fine. The only thing the bike has different from stock is a JC20 carburetor with pod filter mounted directly on carb. Before I ever modded the bike, it had a dead start acceleration issue but didn't shut off until new carburetor. I spent 2 weeks playing with jets and 90/38 is the most reliable after playing with idle needles as it does not shut off when I'm at a red light. I also am trying to make the intake snorkel longer on the carburetor to the incredibly loud bike it has become since installing the new carburetor. Longer tube on air filter makes the bike die when I throttle. I'm in the middle of changing my fuel lines to clear to see any obstructions and waiting for a new fuel filter because I accidentally broke it when I was pulling the hose off.
Thanks in advance for any and all help. I will be posting results as I tinker with the bike some more.

So I got my parts in the mail. I now have clear lines and my fuel pump appears to be healthy. I found a long thread on the PC20 carb and found out that the big carb can't WOT because the 49cc floods. At the moment the slow roll throttle works for me and the bike drives faster than stock. I'm waiting for some blue clutch springs as it appears that helps many people. I'm also gonna get a new air filter with a rubber elbow to help cut back on noise as cops don't like loud bikes here in the city. More rejetting play but hopefully worth it. I will post more results as they come up.

So now I installed some blue clutch springs into the bike. The bog/flood issue with WOT from dead start is reduced but not perfect. I rejetted for a 90/35 and the bike feels alright. I guess this will be my trade off to have better acceleration and like +4 mph top speed. I regret nothing.
