Drive belt tightness

Just picked up an 09 Ruckus for my son.  Only topping out at about 32 so I thought I would check the drive belt and noticed that it seems very loose when the the engine is shut off.  Some pictures I have seen make it look more taught than what ours looks like.  I checked the part number on the belt and it is the correct one.  Do these belts stretch as they get older or is this looseness normal with the engine off?

They should have some slack with the engine off, to make sure it is not worn, get an open end 17mm wrench the belt should not fit inside it, if it does, get a new belt
